Update and cleanup `server` tag base (#2439)
* Initial update + cleanup
* Update `listDeprecateWarn`
* Warning for `list_*` tags, cleanup, use enum util
* Move some mechs and file delete setting to core
* Use `registerEnumListTag` for more tags
