Add "protect from ignores" option per-NPC, closes #377 (#378)

* Add "protect from ignores" option per-NPC

* added /sentinel protectFromIgnores [true/false]
* same behavior as the "random.protected" config option

* Fixed wrong permission node, added command to README

* Renamed command "protected"
